A person performed 'Umrah, then stayed at a house he owned nearby in Jeddah and wanted to perform another 'Umrah; from where should he enter the state of ihram?

Machine translationRead the Arabic original
The questioner : ... If a person performs 'Umrah and then stays as a guest at the home of a relative in Jeddah and wants to perform another 'Umrah; should he enter the state of ihram from Jeddah, or is it obligatory for him to enter the state of ihram from the miqat from which he entered the state of ihram the first time?

The Shaykh : No, repeating 'Umrah is not part of the Sunnah. If it is absolutely necessary, he must go to the miqat. If he is told, "Go to the miqat," he should say, "We have performed 'Umrah and we are finished." But the cheap thing is to let them go; that is the standard.

The questioner : From where do the people of Jeddah perform 'Umrah?

The Shaykh : The people of Jeddah perform 'Umrah from Jeddah, but they should not do it frequently, making it a habit of going and coming. Rather, whenever one of them feels the urge to purify himself and cleanse his soul, he should perform 'Umrah from his location in Jeddah; yes.
