The Shaykh : Their ruling is the same as their parents' ruling. If both parents are disbelievers, their ruling in this world is the same as their parents' ruling, meaning that we do not wash them, we do not shroud them, we do not pray over them, and they are not buried in our graveyards.
As for the Hereafter, their matter is with Allah, as the Prophet (peace and blessings be upon him) said:
Allah knows best what they would have done. الله أعلم بما كانوا عاملين

What concerns us is the rulings of this world: what do we do with them? As for the rulings of the Hereafter, they are with Allah (Mighty and Majestic). Many scholars (may Allah have mercy on them) have mentioned that these children, as well as those to whom the Prophetic call did not reach, will be tested on the Day of Resurrection. That is, Allah the Exalted will command them to do what He wills, so whoever among them obeys will enter Paradise, and whoever disobeys will enter the Fire. Yes.
