Question:
Your Eminence, I love you with an intense love, and I am on the verge of weeping when I hear your words. Your Eminence, I have children who have wronged me regarding the Fajr prayer and others; they do not pray. What should I do with them? I have striven with them greatly. What is the Shari'ah ruling in this matter? Please inform us, may Allah reward you.

Answer:
May Allah love you for the sake of which you loved us, and I ask Allah to make us and you all loving one another for His Majesty. The Prophet (peace and blessings be upon him) said:
Allah would say on the Day of Resurrection: Where are those who have mutual love for My Glory's sake? Today I shall shelter them in My shadow when there is no other shadow but the shadow of Mine.يقول الله يوم القيامة: أين المتحابُّون بجلالي؟ اليوم أُظلُّهم في ظلِّي يوم لا ظلَّ إلا ظلِّي

, and the Prophet (peace and blessings be upon him) said:
Allah the Exalted says:يقول الله 
: My love becomes obligatory for those who love one another for My sake, who exchange gifts for My sake, who sit together for My sake, and who visit one another for My sake. All of this is among what Allah (Glorified and Exalted is He) loves, and it is among the causes of Allah's love for the servant.
So the believer should be one who loves for the sake of Allah, hates for the sake of Allah, supports for the sake of Allah, and opposes for the sake of Allah. This is how the believer is.
And he (peace and blessings be upon him) said:
Seven whom Allah will shade in His shade on the Day when there is no shade except His: a just ruler, a young man who grew up in the worship of Allah, and a man whose heart is attached to the mosques.سبعةٌ يُظلّهم الله في ظلِّه يوم لا ظلَّ إلا ظلّه: إمام عادل، وشابٌّ نشأ في عبادة الله، ورجلٌ قلبه مُعلَّقٌ بالمساجد

meaning: whenever he leaves the mosque, his heart remains attached to it until he performs the next prayer,

As for your children, my brother, who disobey you and do not pray, you must use the stick. Beat them. The Prophet (peace and blessings be upon him) said:
Command your children to pray at seven, and beat them for it at ten.مروا أولادكم بالصلاة لسبعٍ، واضربوهم عليها لعشرٍ

. What about when they reach puberty? If he reaches puberty and does not pray, he is to be killed. His case is referred to the one in authority and he is killed. The one who reaches the age of discernment and does not pray is referred to the authorities—to the court and the emirate—until he is killed if he does not respond and does not straighten out. And if he is below the age of puberty but has reached ten years of age, he is to be beaten. If you are unable to beat him, refer his case to the committee, to the court, to the emir of your land, so that they deal with him. And if you are able to keep him away, keep him away. Say to him: "Do not come to my house once, do not approach me, and I do not know you." If you are sincere in this, you will be saved from their evil. As for being lenient with them, it is of no benefit. If you are able to beat them, beat them until they straighten out. Refer their case to the authorities: to the Hisbah (market inspector), to the court, to the emirate, if that is beneficial. If you cannot, then keep them away from your house. They should not sit in your house at all. They should go until Allah guides them, or the Fire is before them.

I say this to all those present, and to everyone who hears this statement. My advice to everyone, and to every man or woman who hears this statement: be serious with your children, and be sincere with your children. Either they straighten out, or they are kept away, or their case is referred to the authorities. As for leaving them to not pray, this is a great abomination and an apparent disbelief—we seek refuge in Allah.
