The reciter: And Zuhayr ibn Harb narrated to me, saying: 'Afan narrated to us, saying: Hammad narrated to us, saying: Qatadah, Thabit, and Humayd informed us from Anas:
Anas said that a man came panting and entered the row of worshippers and said, “God is most great. Praise be to God, much, good and blessed.” When God’s Messenger finished his prayer he asked, “Which of you is the one who spoke the words?” but the people remained silent. He asked again, and when they still kept silence, he said, “Which of you said them? He said nothing wrong.” Then a man said, “I came and had difficulty in breathing, so I said them.” He replied, “I saw twelve angels racing one another to be the one to take them up to God.” أن رجلا جاء فدخل الصف وقد حفزه النفس فقال الحمد لله حمدا كثيرا طيبا مباركا فيه فلما قضى رسول الله صلى الله عليه وسلم صلاته قال أيكم المتكلم بالكلمات فأرم القوم فقال أيكم المتكلم بها فإنه لم يقل بأسا فقال رجل جئت وقد حفزني النفس فقلتها فقال لقد رأيت اثني عشر ملكا يبتدرونها أيهم يرفعها

The Shaykh : This has a basis: the silence of the people out of fear of being rebuked. Yes, if someone did such and such, or did such and such? A person does not identify himself because he fears being rebuked. This is the basis in this issue. This Companion (may Allah be pleased with him) entered the row while his breath was short from exertion, and he said:
Praise be to God, much, good and blessed.” When God’s Messenger finished his prayer he asked, “Which of you is the one who spoke the words?” حمدا كثيرا طيبا مباركا فيه فلما قضى رسول الله صلى الله عليه وسلم صلاته قال أيكم المتكلم بالكلمات

The people remained silent. فأرم القوم
That is, they remained silent and did not say anything. Then he said:
Which of you said them? He said nothing wrong. أيكم المتكلم بها فإنه لم يقل بأسا

Meaning, I was overcome by the intensity of walking or running, so I said them. He said, "I saw twelve angels competing to take them, which of them would carry them up." And this is evidence of the virtue of these words. The apparent meaning of the hadith is that he said them when he entered the prayer, and on this basis, they would be among the opening supplications.
