The questioner : Praise be to Allah. You performed the obligatory Hajj as a mutamatti', and you entered Makkah on the seventh day and completed the 'Umrah. When you wanted to go to Mina on the eighth day, you did not exit the state of ihram, but you intended Hajj, and the ihram remained upon you. What is the ruling in this matter?

The Shaykh : There is no blame on you, because the criterion is the actions of the 'Umrah. If you performed the tawaf, the sa'y, and shortened your hair, then you have exited the state of ihram, whether you took off the clothes of ihram and put on the usual clothes, or you kept the clothes of ihram on you. However, taking off the clothes of ihram and putting on the usual clothes is better, because it is more apparent in exiting the state of ihram. So, if it is the Day of Tarwiyah, you enter the state of ihram for Hajj and go out with the people to Mina. And if you are in Mina, you enter the state of ihram for Hajj from Mina.
