The Shaykh : May Allah send prayers and peace upon him. He (peace and blessings be upon him) used to fear that it might be a punishment. This was during his time and in his generation, and his generation is the best of generations. Yet, he (peace and blessings be upon him) feared that it might be a punishment. For this reason, when he saw clouds approaching, it was known on his face, and he would go out and come back. When people asked him about it, he would say:Sahih Muslim 899c.
The severe wind is that which goes beyond the customary and the usual. As for ordinary winds, they may sometimes be light and sometimes strong, but what is meant by this hadith is the severe wind that goes beyond the customary and the usual.
