And I say that it is obligatory based on this hadith, because the action of Ibn 'Umar does not indicate obligation, but rather the saying of the Prophet (peace and blessings be upon him):
He who amongst you sees something abominable should modify it with the help of his hand من رأى منكم منكرا فليغيره بيده

In it is also evidence that it is not befitting for a person to discipline the children of the master of the house, because the one with authority in the house is the master of the house. Just as you do not discipline one of the subjects, because disciplining is for others, so you do not discipline one of the children of the master of the house, because the master of the house is the one with authority in it. For this reason, Ibn 'Umar (may Allah be pleased with him and his brother) did not discipline the boy, but took him to his family and said: "Discipline your boy" In it is also evidence that it is befitting for a scholar, when mentioning a ruling, to associate it with the evidence. Because when he said, "Discipline your boy from restraining [birds]," he said, "I heard the Messenger of Allah (peace and blessings be upon him) say..." And there is no doubt that if a person is granted success in this, it is a great good. Except if the mind of the listener cannot bear the mention of the evidence, in which case it may be better to leave it out, because the questioner trusts you. But if he can bear it, there is no doubt that mentioning the evidence or the correct reasoning is better than neglecting it. For example, if a layperson comes to you asking about an issue, and you mention the ruling to him, then you bring him the evidence, then the opposing view and the evidence for the opposing view, and the response to it, yes, and the refutation of the opponent's objection to your evidence, this makes the layperson go away confused, with nothing, going away with nothing. As some people do now, they make this kind of mistake. The layperson cannot bear it, and between you and Allah, you are not required to mention anything except what you believe. If one of the opinions is stronger in your view, issue a fatwa based on it and do not mention the others to the general public.
