It is mentioned in the Qur'an regarding some of the prophets that Allah the Exalted said: "When their brother said to them," and in the story of Shu'ayb, Allah the Exalted said: "When Shu'ayb said to them." What is the reason for that?

The questioner : May Allah reward you. In Surat al-Shu'ara, Allah mentioned the stories of the prophets... Salih, He said:
(105) The people of Noah denied the messengers (106) When their brother Noah said to them كَذَّبَتْ قَوْمُ نُوحٍ الْمُرْسَلِينَ * إِذْ قَالَ لَهُمْ أَخُوهُمْ نُوحٌ
[Ash-Shu'ara 26:105-106]
And after them was the people of 'Ad: their brother Hud, and after them the people of Salih and the people of Lut. And when He narrated the story of Shu'ayb
When Shu'ayb said to them إذ قال لهم شعيب

And to [the people of] Madyan [We sent] their brother Shu'ayb. وَإِلَى مَدْيَنَ أَخَاهُمْ شُعَيْباً
[Al-A'raf 7:85]
And the reason for that is: the people of the shade, these are the people of the thicket, are not of his people, so He did not say: "their brother." As for the others, they are of their people, so it was said: "their brother," meaning: in lineage, not in religion. This is the difference.
