There is a person who does not pray Fajr and the other prayers according to his mood; is he a disbeliever or not?

The questioner : The honorable Shaykh, there is a person who does not pray Fajr and the rest according to his comfort; is he considered a disbeliever or not?
The Shaykh : Does he not pray Fajr, neither with the congregation nor alone? This is a matter in which the scholars have disagreed. Regarding the one who leaves a single prayer until its time passes without an excuse, some of the scholars said that he is a disbeliever. This is the view of some of the Salaf and some of the Khalaf, and it is the opinion of Shaykh 'Abd al-'Aziz ibn Baz in our present time: that if he leaves a single prayer without an excuse until its time passes, he is a disbeliever. However, what I see is that he does not become a disbeliever unless he leaves the prayer entirely. And the one who prays but leaves [some prayers] while affirming its obligation does not become a disbeliever, but he is counted among the most sinful of Allah's servants. For example, the one who prays but leaves [some prayers]: if we say that he does not become a disbeliever, his sin is greater than zina, drinking intoxicants, and killing the soul, because he has committed an act that some scholars consider disbelief. Yes.
