Question:
What is the ruling on performing a second congregation for one of the obligatory prayers in a mosque that has a regular imam and a regular mu'adhdhin?

Answer:
If a person comes and finds that the people have already prayed, but there is a group in the mosque who have not prayed, he must pray with them in congregation and not pray alone; because the congregation is required, and the Messenger of Allah (peace and blessings be upon him) encouraged it without restricting it to the first congregation. So the Messenger (peace and blessings be upon him) generalized and stated:
Prayer said in a congregation is twenty-seven degrees more excellent than prayer said by a single person.صلاة الجماعة أفضل من صلاة الفذ بسبع وعشرين درجة
Sahih Muslim 650a
And in another narration:
By twenty-five timesبخمس وعشرين ضعفًا
And Abu ibn Ka'b (may Allah be pleased with him) narrated from the Prophet (peace and blessings be upon him) that he said:
The prayer of a man with another man is purer than his prayer alone, and his prayer with two men is purer than his prayer with one man, and the more there are, the more beloved it is to Allah (Glorified and Exalted is He)صلاة الرجل مع الرجل أزكي من صلاته وحده وصلاته مع الاثنين أزكي من صلاته مع الرجل، وما كان أكثر فهو أحب إلى الله 
And it is established from him (peace and blessings be upon him) that he saw a man enter the mosque after the people had prayed; so he said to some of those present:
Who will give charity to this man by praying with himمن يتصدقق على هذا فيصلي معه
Sahih Ibn Hibban 10:694
So some of the Companions stood up and prayed with him in congregation. And it is established from some of the Companions, such as Anas, that when he would come to the mosque and the people had already prayed, he would pray with his companions in congregation. And success is from Allah.
