The questioner : Do the people of Makkah enter the state of ihram from their homes, or from the mosque at al-Tan'īm? And do those who live in distant areas, such as al-'Azīziyyah and al-Rusayfah, have to go to al-Tan'īm?

The Shaykh : It is not permissible for anyone to enter the state of ihram from Makkah, whether they are from Makkah or not, except in the case of Hajj only.
As for 'Umrah, they must go out to al-Tan'īm or to another place on the side of al-Hal. For example, if a person is in al-Rusayfah or in the western part of Makkah and finds it easier for him to go out via Jeddah, and he enters the state of ihram from al-Hudaybiyyah on the side that is in al-Hal, there is no harm in that. Or if he is in al-'Uwala and wants to go out to 'Arafah and enter the state of ihram from there, there is no harm in that, because the intention is to enter the state of ihram from al-Hal, whether from al-Tan'īm or from elsewhere.
