The reciter: Qutaybah ibn Sa'id narrated to us, saying: Ya'qub ibn 'Abd al-Rahman narrated to us from 'Amr ibn Abi 'Amr from Sa'id ibn Abi Sa'id al-Maqburi from Abu Hurayrah (may Allah be pleased with him), who said: I heard the Messenger of Allah (peace and blessings be upon him) say:
Verily Allah created Mercy. The day He created it, He made it into one hundred parts. He withheld with Him ninety-nine parts, and sent its one part to all His creatures. Had the non-believer known of all the Mercy which is in the Hands of Allah, he would not lose hope of entering Paradise, and had the believer known of all the punishment which is present with Allah, he would not consider himself safe from the Hell-Fire. إن الله خلق الرحمة يوم خلقها مائة رحمة فأمسك عنده تسعاً وتسعين رحمةً وأرسل في خلقه كلهم رحمةً واحدةً فلو يعلم الكافر بكل الذي عند الله من الرحمة لم ييئس من الجنة ولو يعلم المسلم بكل الذي عند الله من العذاب لم يأمن من النار

The Shaykh : No, it would be an error in the text, an error in the text you have. Now, His saying, Exalted is He: "Indeed, Allah, Glorified and Exalted is He, created mercy on the day He created it." We must know that this mercy is not the mercy of Allah which is His attribute, because the mercy of Allah which is His attribute is not a created thing. But this is a great mercy which Allah created and made it a hundred parts, a hundred parts. He retained with Himself ninety-nine and sent down one. This one is a created thing, by which creation shows mercy to one another, until even the camel, or the she-camel, or the horse lifts its hoof from its young one for fear of harming it, and this is something observed. Look at the mercy of humans: how a parent shows mercy to their child. A woman came seeking her child among the captives, and when she saw him, she took him and held him to her chest with great intensity and longing. The Prophet (peace and blessings be upon him) said:
Do you think that this woman would throw her child into the Fire? أترون أن هذه المرأة تقذف ولدها في النار
They said: No, O Messenger of Allah, how can you throw her into the Fire when she is seeking him with such intense seeking and holding him with such intense holding when she found him? He said: "Is Allah not more merciful to His creation, or to His servants, than this mother is to her child?" Are the mercies present in creation created or not?

The Shaykh : Because they are among their attributes, and the created thing is described as being created by Allah, Exalted is He. As for the other ninety-nine mercies, their knowledge is with Allah, but they are created. It is explicit that Allah created them, and thus it is not His mercy which is His attribute, because the attributes of Allah, Glorified and Exalted is He, are not created. And His saying:
If the disbeliever knew ولو يعلم الكافر
This supports what some scholars held, namely that it should be that his fear and his hope are equal, so that he does not feel safe from the stratagem of Allah and does not despair of the mercy of Allah.
