The reciter: Chapter: Accusing chaste women
(4) And those who accuse chaste women and then do not produce four witnesses - lash them with eighty lashes and do not accept from them testimony ever after. And those are the defiantly disobedient, (5) Except for those who repent thereafter and reform, for indeed, Allah is Forgiving and Merciful. والذين يرمون المحصنات ثم لم يأتوا بأربعة شهداء فاجلدوهم ثمانين جلدة ولا تقبلوا لهم شهادة أبدا وأولئك هم الفاسقون إلا الذين تابوا من بعد ذلك وأصلحوا فإن الله غفور رحيم

Indeed, those who [falsely] accuse chaste, unaware and believing women are cursed in this world and the Hereafter; and they will have a great punishment إن الذين يرمون المحصنات الغافلات المؤمنات لعنوا في الدنيا والآخرة ولهم عذاب عظيم

The Shaykh : Accusing chaste women means those who are chaste regarding zina,
and then do not produce four witnesses ثم لم يأتوا بأربعة شهداء
[An-Nur 24:4]
meaning from among the men,
lash them with eighty lashes فاجلدوهم ثمانين جلدة
[An-Nur 24:4]
this is a ruling, and the second ruling is:
do not accept from them testimony ever after ولا تقبلوا لهم شهادة أبدا
[An-Nur 24:4]
the third ruling is:
And those are the open sinners وأولئك هم الفاسقون
, then He made an exception and said:
Except for those who repent after that and correct themselves. For indeed, Allah is Forgiving and Merciful. إلا الذين تابوا من بعد ذلك وأصلحوا فإن الله غفور رحيم
[Ali 'Imran 3:89]
, the exception here returns to the last clause by consensus, and does not return to the first clause by consensus, what is the first clause?

And they differed whether it returns to the second clause or not? There are two opinions: some said that the accuser’s testimony is not accepted ever, even if he repents, due to His saying, the Exalted:
do not accept from them testimony ever after لا تقبلوا لهم شهادة أبدا
[An-Nur 24:4]
so his testimony is rejected even if he repents, and some said: if he repents, his testimony is accepted, and His saying:
then indeed, Allah is Forgiving and Merciful. فإن الله غفور رحيم
[Al-Baqarah 2:192]
indicates that by repentance the sin is lifted from them, because the conclusion of the verse with forgiveness and mercy indicates that these people have been forgiven and shown mercy, and we benefit from this that if a verse is concluded with something like this, it necessitates pardon, and among that is His saying, the Exalted, regarding those who spread corruption in the land
that they be killed or crucified or that their hands and feet be cut off from opposite sides أن يقتلوا أو يصلبوا أو تقطع أيديهم وأرجلهم من خلاف
[Al-Ma'idah 5:33]
to His saying:
Except for those who return [repenting] before you apprehend them. And know that Allah is Forgiving and Merciful. إلا الذين تابوا من قبل أن تقدروا عليهم فاعلموا أن الله غفور رحيم
[Al-Ma'idah 5:34]
, so we take from this that whoever repents from cutting off the road before being able to overpower him, it is forgiven for him, and the derivation from the conclusion of verses...
