Continuation of the explanation of the chapter: Accusing chaste women. ((And those who accuse chaste women and then do not bring four witnesses, flog them with eighty lashes and never accept their testimony, and those are the open sinners, except those who repent thereafter and reform, for Allah is Forgiving, Merciful))

The Shaykh : This indicates that these people have been forgiven and shown mercy, and we derive from it that when a verse is concluded with such a phrase, it implies pardon. Among this is the saying of the Exalted regarding those who spread corruption in the land
that they be killed or crucified or that their hands and feet be cut off from opposite sides أن يقتلوا أو يصلبوا أو تقطع أيديهم وأرجلهم من خلاف
[Al-Ma'idah 5:33]
to His saying:
Except for those who return [repenting] before you apprehend them. And know that Allah is Forgiving and Merciful. إلا الذين تابوا من قبل أن تقدروا عليهم فاعلموا أن الله غفور رحيم
[Al-Ma'idah 5:34]
, so we take from this that whoever repents from highway robbery before being caught, it is forgiven for him.
And deriving rulings from the conclusion of verses is known by the eloquent, even if they are not students of knowledge, as al-Suyuti mentioned in *al-Itqan* about a man who read the saying of the Exalted: "And the male thief and the female thief, cut off [their] hands as a recompense for what they have earned as a punishment from Allah. And Allah is Ever Powerful and Wise," so a Bedouin around him said to him: "Repeat the verse," so he repeated it and said: "as a punishment from Allah. And Allah is Ever Forgiving and Merciful," he said: "Repeat it," so he repeated it two or three times, then he said: "as a punishment from Allah. And Allah is Ever Mighty and Wise," he said: "Now, [it is] might and wisdom, so cut [their hands], for if He had forgiven and shown mercy, He would not have cut [them], yes."
