If two Muslims confront each other with swords إذا تواجه المسلمان بسيفيهما

The meaning is the same. The Prophet (peace and blessings be upon him) said:
both of them will be from amongst the people of the Hell- Fire كلاهما من أهل النار

The killer and the killed. As for the killer being from the people of the Fire, this is a text in the Book of Allah. Allah the Exalted said:
But whoever kills a believer intentionally - his recompense is Hell, wherein he will abide eternally, and Allah has become angry with him and has cursed him and has prepared for him a great punishment. ومن يقتل مؤمنا متعمدا فجزاؤه جهنم خالدا فيها وغضب الله عليه ولعنه وأعد له عذابا عظيما
[An-Nisa 4:93]
As for the killed being in the Fire, that is a difficult point. Therefore, it was asked:
It is alright for the killer but what about the killed one? فهذا القاتل فما بال المقتول ؟

What is his situation? He said:
The killed one had the intention to kill his opponent. إنه أراد قتل صاحبه

The killed one was eager to kill his opponent. كان حريصا على قتل صاحبه

Eagerness implies the intention. So the Prophet (peace and blessings be upon him) made the intention to kill a cause for entering the Fire, even though he did not do it, but he intended it and did the actions leading to the crime, except that he did not kill. From this, we benefit by knowing that one who does not commit a forbidden act falls into three categories:
The first category: not doing it for the sake of Allah, meaning leaving it for the sake of Allah the Mighty and Majestic. This person is rewarded with a complete good deed because he left it for the sake of Allah the Mighty and Majestic. So leaving it accompanied by sincerity is a good deed. An example of this is a man who intended to commit unlawful sexual intercourse but left it while having the ability to do so, out of fear of Allah. This person is rewarded. In fact, if the conditions are present, he is among the seven whom Allah will shade in His shade on the Day when there is no shade except His.
a man whom a beautiful woman of high rank seduces (for illicit relation), but he (rejects this offer by saying):" I fear Allah" رجل دعته امرأة ذات منصب وجمال فقال إني أخاف الله

This is because he left it for the sake of Allah. Therefore, it came in the authentic hadith that
If anyone intends to do an evil deed and does not do it, God enters it for him in His record as a complete good deed من هم بالسيئة فلم يعملها كتبها الله له حسنة كاملة
Mishkat al-Masabih 2374
said:
Because he abandoned it because of Me. لأنه تركها من جرائي
Meaning, for my sake.
The second category: one who left it due to inability. He did the actions but was unable to complete it. This person is given the ruling of the doer, based on His saying:
both the slayer and the slain are doomed to Hell-Fire القاتل والمقتول في النار
Sahih Muslim 2888b
So he did the actions but was unable. This person will be in the Fire.
The third category: one who left the forbidden act because it did not occur to his mind. He is not one of those who commit unlawful sexual intercourse, lie, or drink intoxicants, and these things do not occur to his mind. This person is neither rewarded nor punished, but he is safe; neither a gainer nor a loser. Because Allah the Exalted says:
And We place the scales of justice for the Day of Resurrection ونضع الموازين القسط ليوم القيامة
[Al-Anbya 21:47]
Justice for one who has neither action nor intention is that he is neither a gainer nor a loser, neither rewarded nor punished. These are the conditions or categories of one who leaves a forbidden act.
