The questioner : Some people go to the graves, especially on the Day of Standing at 'Arafah and on the day of the festival, where the graveyards fill up with men and women. What is your guidance, O your Excellency, for these people?

The Shaykh : I offer advice to these people, especially the women, for it is not permissible for women to visit graves. The Prophet (peace and blessings be upon him) said:
Cursed are the women who visit graves لعن زائرات القبور
Therefore, it is not permissible for a woman to visit the grave of any person, because if she does so, she exposes herself to the curse, and may Allah protect us from that. The curse is being driven away and kept distant from the mercy of Allah the Exalted.
As for the men, it is recommended for them to visit graves due to the command of the Prophet (peace and blessings be upon him) to do so. He said (peace and blessings be upon him):
I used to forbid you from visiting graves, but now visit them, for they remind one of the Hereafter كنت نهيتكم عن زيارة القبور فزوروها، فإنها تذكر الأخرة
Musannaf Abd al-Razzaq 7:658
And in another wording:
It reminds one of death تذكّر الموت
However, making the Day of 'Arafah or the day of the festival a regular time for visiting is a religious innovation without a doubt, because the Prophet (peace and blessings be upon him) did not specify a day, whether from the days of the year or the days of the week, for visiting graves. But we say: whenever a time passes, visit the graveyard, especially if you feel hardness in your heart and forgetfulness of death. As for making the Day of 'Arafah and the day of the festival a time for visiting, this is not permissible without evidence, and there is no evidence for this. Yes.
