The questioner : Should he proceed with the 'Umrah first? He will be traveling by car and will pass by the miqat. Should he proceed with the 'Umrah first, or should he enter the state of ihram from Jeddah afterwards?

The Shaykh : If he is determined to perform 'Umrah, it is not permissible for him to pass the miqat without entering the state of ihram. I recommend that he intend to perform 'Umrah from the moment he leaves his home, so that he may receive the reward for traveling to perform 'Umrah. He should not intend that he is going to Jeddah for his relatives, for trade, or the like; rather, he should intend that he is going for 'Umrah. When he reaches the miqat, he enters the state of ihram from there, performs his 'Umrah, and then returns to his business in Jeddah. Yes?

, and the saying of Allah, Glorified and Exalted is He, to Dawud, and they distinguish it from the saying of Allah, Glorified and Exalted is He:
And it is He who has made you successors upon the earth وَهُوَ الَّذِي جَعَلَكُمْ خَلائِفَ الْأَرْضِ

What is the correct understanding of this matter?

The Shaykh : The correct view, may Allah bless you, is that if by "vicegerent" it is meant that he is an agent on behalf of Allah in His creation, then this is not permissible, because Allah the Exalted is more knowledgeable about His creation and He disposes of them as He wills, and He does not need an intermediary or an agent. If by it is meant that he is one who carries out the command of Allah, a vicegerent of Allah meaning one who executes the command of Allah among the servants of Allah.
