Leaving off the state of ihram from the miqat.

The Shaykh : The fourth point remains as well: some people go to Makkah intending to perform 'Umrah. But they say: "I will stay in Jeddah, I will stay in Jeddah for a few days, and then enter the state of ihram from there." They have already passed the miqat, either via al-Madinah or via al-Ta'if. They passed the miqat, but they say, "No, I am not going to enter ihram now; I will stay in Jeddah, because this is a vacation and a leisure trip. I will go there, and whenever it occurs to me to perform 'Umrah, I will do it." This is a mistake. If you have intended to perform 'Umrah, you must perform it from the miqat that the Messenger (peace and blessings be upon him) designated. He designated the miqats; he (peace and blessings be upon him and his family) designated the miqats and said: Sahih Muslim 1181a. Yes, if someone says, "If I intend to enter the state of ihram, I will go to the miqat I passed earlier and enter ihram from there," there is no harm. You may stay in Jeddah as long as you wish, and if you intend to enter ihram, if you passed al-Madinah, go to Abwa' or Dhul-Hulayfah and enter ihram from there. If you passed al-Ta'if, go to al-Sayl and enter ihram from there. With this, we say that people in this matter fall into three categories. The first category: one who intends to perform 'Umrah and intends to stay in Jeddah. We tell him: Enter ihram from the miqat, go straight to Makkah, and make 'Umrah the primary objective, because it is an act of worship, and your stay in Jeddah is not an act of worship. Start with the worship first. The distance between Jeddah and Makkah for performing 'Umrah is only about three hours. Three hours is sufficient, provided the tawaf is not crowded and the sa'y is not crowded. Three hours is certainly enough. From Jeddah to Makkah, how long is it? An hour or less. Tawaf and sa'y take an hour. Let us say an hour. And the return takes an hour. Three hours, my brother. Satan deceives you and says, "No, stay in Jeddah, go and return to Jeddah, and whenever you wish, go from Jeddah." The second category of people: one who says, "I am going to Jeddah because I do not know if I will be able to perform 'Umrah or not; I am not determined. I might enter ihram, or I might not." We say: There is no harm. Go to Jeddah, and if it becomes easy for you to enter ihram, enter ihram from Jeddah, and there is no blame on you, because you did not firmly resolve to perform 'Umrah. The third category: one who intends to perform 'Umrah and stay in Jeddah, and goes to Jeddah without being in the state of ihram. And when he intends to enter ihram, he enters ihram from Jeddah. What do we say? We say: This is forbidden (haram). He is sinful, disobedient to the Messenger (peace and blessings be upon him). And whoever disobeys the Messenger has disobeyed Allah. Also, according to the scholars, he owes a fidyah (ransom payment), which is slaughtered in Makkah and distributed to the poor. These are the conditions of people. And we advise our brothers who go to those places, to the Hijaz for leisure along with 'Umrah, to start with what? To start first with 'Umrah, and then with the leisure.
We ask Allah for success for us and for you, and that He grant us and you the ability to seize this blessed month with what pleases Him, and that He bestow upon us from His side mercy, for He is the Bestower.
The questioner : In the name of Allah, the Most Gracious, the Most Merciful.
Praise be to Allah, and may peace and blessings be upon the Messenger of Allah.
And after that: May Allah reward our Shaykh with the best reward for arranging this meeting for us, which, as his Eminence mentioned, is a continuation of the fortieth monthly meeting. And praise be to Allah who guided us all to reach this month, and may Allah prolong the life of our Shaykh and reward him from us with the best reward He has rewarded a scholar for his knowledge. I ask permission from the Shaykh and consult him regarding the questions of the previous meeting and the questions of this meeting. Should it be one question and one question?
The Shaykh : Fine, fine. Go ahead, go ahead.
The questioner : May Allah reward you with good.
and those (Mawaqit) are also meant for those who live at these (places) and for those too who come from without towards them for the sake of Hajj or 'Umra
