Perhaps this person entering the front row holds back the people in the front row with his hand to enter between them. Should this person who is being held back let him take the empty space from him and remain in the inferior place, while Allah says:
And in that let the competitors compete. وَفِي ذَلِكَ فَلْيَتَنَافَسْ الْمُتَنَافِسُونَ
