The questioner : May Allah preserve you, Shaykh. Many mosque imams recite consecutively from Surat al-Baqarah to Surat al-Nas in prayers other than Ramadan, and it is said that this is a religious innovation. Some argue for it by citing the review and securing of memorization, and by letting the congregation hear blessed verses from the Noble Qur'an that they rarely hear. What is your opinion on this?

The Shaykh : Praise be to Allah, Lord of the worlds, and may I send prayers and peace upon our Prophet Muhammad, his family, his Companions, and those who follow them in excellence until the Day of Judgment. The scholars (may Allah have mercy on them) mentioned that it is recommended for a person to recite from the long surahs of the Muqqatam in the Fajr prayer, from the short surahs in the Maghrib prayer, and from the medium surahs in the rest. The Muqqatam begins with Surat Qaf and ends with the last of the Qur'an. Its long surahs are from Qaf to 'Amma, its short surahs are from al-Duha to the end of the Qur'an, and its medium surahs are from 'Amma to al-Duha. This is what the people of knowledge said, and it is what a person should do, because the wisdom in this is that when this Muqqatam reaches the ears of the people, they memorize it and it becomes easy for them to memorize. I have not known any person of knowledge to say that it is recommended to recite consecutively from the beginning of the Qur'an to the end to let the people hear the entire Qur'an. It is also not possible to let the people hear the entire Qur'an, because it will take a period of time until one reaches the end of the Qur'an, and the people will change, going and coming, and they will not hear the entire Qur'an. And if this is not from the Sunnah, and the scholars mentioned that the Sunnah is to recite from the Muqqatam, then it is better for a person to follow what the scholars did.
And the benefit we mentioned, that if the surahs of the Muqqatam are repeated to the common people, they will memorize them, is not achieved by a person reciting from the beginning of the Qur'an to the end. So it is better to turn away from this and recite as the people recite. Yes.

The questioner : May Allah reward you with good.
