What is the difference between the izar and the rida' regarding the permissibility of using buttons for the izar but not for the rida'?

Machine translationRead the Arabic original

The Shaykh : No, absolutely not. Because the first is an izar, and when the izar is wrapped and tied, it resembles this, and that is permissible. That one, yes, must be loose from the shirt. If there is doubt about a button, it becomes like a shirt. With the button, it is tailored to the shape of the body; it becomes fitted to the shape of the body.
