. 'Umar set its time, as al-Bukhari reported. The people of the Sunan reported from the hadith of 'A'ishah that the Prophet (peace and blessings be upon him) was the one who set its time. If the hadith is authentic, this is one of the instances where 'Umar (may Allah be pleased with him) agreed with the truth. If it is not authentic, then 'Umar (may Allah be pleased with him) has a practice that should be followed.
This Miqat is called al-Dhul Hula by the people of Najd, in the past, because they used to perform Hajj on camels.
