Is staying at 'Arafah until the setting of the sun recommended?

Machine translationRead the Arabic original
The questioner : If someone were to say that the act does not indicate obligation?

The Shaykh : That?

The questioner : The Prophet's (peace and blessings be upon him) act, his staying until the setting of the sun, or the act in general, the Prophet's (peace and blessings be upon him) act does not indicate obligation. And the hadith of 'Urwah contains his question to the Prophet (peace and blessings be upon him). If it had been obligatory, he would have informed him of that, given the established principle that it is not permissible to delay clarification until the time of need. And if it were said that it is permissible in this time, O Shaykh, considering the leniency of the Shari'ah, if people were told that it is permissible to depart even during the day, the departure would be easier than it is now?

The Shaykh : I see that rulings are not lifted based on the circumstances of people, otherwise the rulings would be compromised. But it is said: this man encountered the Prophet (peace and blessings be upon him) in the Fajr prayer, having stood all night, so we do not know if he stood at night or stood during the day. So his act is general and not clear. But the generality of the hadith: "And he stood at 'Arafah before that, at night or during the day," it is said: at night or during the day, in the time in which the Messenger (may Allah's prayer and peace be upon him) stood.
And for that reason, most scholars are of the opinion that the time for standing does not begin until after the sun passes its zenith, even though the apparent meaning of the hadith is that it begins from Fajr, as chosen by Imam Ahmad (may Allah have mercy on him).
