If one arrives in Makkah on the ninth day, does he perform tamattu'?

Machine translationRead the Arabic original
The questioner : May Allah forgive you. If one arrives on the eighth or ninth day, is there a time to perform tamattu' by entering the state of ihram for 'Umrah?

The Shaykh : What we see is that if one arrives in Makkah after people have begun the Hajj, he has no tamattu', because Allah said:
then whoever performs 'umrah فمن تمتع بالعمرة إلى
[Al-Baqarah 2:196]
and the limit requires that there be a distance between its beginning and its end. But if you arrive, make it qiran if you want to obtain both rituals; make it qiran, or ifrad.
I tell you that this is what I see, but the jurists (may Allah have mercy on them) hold that it is dissolved into 'Umrah as long as one has not stood at 'Arafah. If one stands at 'Arafah, he cannot dissolve it. But it appears to me as I mentioned to you.
