And the meaning is that if it were possible that I give to one who is outside My dominion, as for one who is in My dominion, he is in My dominion whether I give to them or not; the whole is in His dominion. So this is from the category of exemplification. He said: This is water other than the first water that was before the creation of the heavens and the earth. This is another water between the seventh heaven and the Throne, a great water upon which is the Throne. They said: "And in His other Hand is the balance," meaning one of the hands is with giving, and that is pure, and the other is with justice. "He lowers and raises." He lowers whom?
Allah's Hand is full, and (its fullness) is not affected by the continuous spending, day and night.
