There is nothing like unto Him, and He is the Hearing, the Seeing. ليس كمثله شيء وهو السميع البصير
[Ash-Shuraa 42:11]
And His saying:
Do you know of any who is comparable to Him? هل تعلم له سيماً
And His saying:
Nor is there to Him any equivalent." ولم يكن له كفواً أحد
[Al-Ikhlas 112:4]
And like all His attributes that are established for Him in reality in a manner befitting Him, and do not resemble the attributes of created beings. Ibn 'Abd al-Barr said: "The people of the Sunnah are in agreement on all the attributes mentioned in the Qur'an and the Sunnah, and on believing in them and taking them in their literal sense, not in a figurative sense, except that they do not ask how any of that is, nor do they find in it a limited attribute"

And Shaykh al-Islam said in this fatwa, page 102 of the aforementioned volume: "Let no one suppose that any of that—meaning what came in the Book and the Sunnah—contradicts any other of it in the least, such as the one who says: What is in the Book and the Sunnah regarding Allah being above the Throne contradicts the apparent meaning of His saying:
and He is with you wherever you are وهو معكم أين ما كنتم
[Al-Hadid 57:4]
And His saying (peace and blessings be upon him)
When one of you stands for prayer... إذا قام أحدكم ..

And the like of that. Indeed, this is an error, and that is because Allah is with us in reality, and He is above the Throne in reality, just as Allah combined them in His saying:
It is He who created the heavens and earth in six days and then established Himself above the Throne. He knows what penetrates into the earth and what emerges from it and what descends from the heaven and what ascends therein; and He is with you wherever you are. And Allah, of what you do, is Seeing. هو الذي خلق السموات والأرض في ستة أيام ثم استوى على العرش يعلم ما يلج في الأرض وما يخرج منها وما ينزل من السماء وما يعرج فيها وهو معكم أين ما كنتم والله بما تعملون بصير
[Al-Hadid 57:4]
So He informed that He is above the Throne knowing everything, and that He is with us wherever we are, just as the Prophet (peace and blessings be upon him) said in the hadith of the goats:
By Allah, He is above the Throne, and He knows what you are upon. والله فوق العرش وهو يعلم ما أنتم عليه

And that is because the word "with" (ma'a) in the language, when used in a general sense, its apparent meaning in the language is nothing but absolute companionship without the necessity of touching or being side-by-side on the right or left. So when it is qualified with a specific meaning, it indicates companionship in that meaning. It is said: "We have not stopped walking and the moon is with us," or "and the star is with us." And it is said: "This merchandise is with me" because it is gathered with you, even if it is above your head. So Allah is above His creation in reality, and He is above His Throne in reality"
