The questioner : What is required of the one who slept outside of Mina and did not wake up until after the sun had risen?

The Shaykh : If that happened without any negligence on his part, then he owes nothing. But if it happened due to his negligence, then it is obligatory upon him, according to the majority of the scholars, that he pay a fidyah (ransom payment) by slaughtering an animal there in Makkah and distributing it to the poor. This is because he left off this obligatory duty without a valid excuse, so the fidyah becomes obligatory to make up for the deficiency and error that occurred.
