Wiping over leather socks is related to ritual purity, specifically concerning one of its members, which are the feet. Its permissibility is established by the Book, the Sunnah, and the consensus of the Salaf. The only ones who disagreed on this were the Rafidah, but their opinion is not considered in matters of consensus and scholarly disagreement.
As for its indication from the Qur'an, it is in the statement of Allah, Blessed and Exalted is He:
O you who have believed, when you rise to [perform] prayer, wash your faces and your forearms to the elbows and wipe over your heads and wash your feet to the ankles يأيها الذين آمنوا إذا قمتم إلى الصلاة فاغسلوا وجوهكم وأيديكم إلى المرافق وامسحوا برؤوسكم وأرجلِكم إلى الكعبين
[Al-Ma'idah 5:6]

As for the Sunnah, it is mass-transmitted in this matter. We recited for you earlier two verses on this topic. Who remembers them? Yes?
The student: "Among the mass-transmitted reports is the hadith of the liar".

As for the consensus of the Salaf, it is known, to the extent that some scholars classified this as part of the creed and placed it in the section on creed, but it is necessary that there be conditions.
