His statement:Bulugh al-Maram 107 : Quba is a well-known place in Medina, located to the southeast, and it is a well-known district. The Prophet (peace and blessings be upon him) stayed there first when he entered Medina during the migration, and he established the mosque there. It is mentioned in the statement of Allah the Exalted: [At-Tawbah 9:108], and this is in contrast to the Mosque of Harm, which the hypocrites built in order to divide the believers, as Allah the Exalted said: [At-Tawbah 9:107]. They built this mosque based on the advice of Abu 'Amr, the open sinner and hypocrite, intending to gather the people to him to fight the Prophet (peace and blessings be upon him). He claimed that he only built it to make things easier for the elderly and the sick and the like, so that they would not have to make the effort to go to the Mosque of Quba, which was founded on piety. They came to the Prophet (peace and blessings be upon him) after finishing its construction and asked him to pray in it. The Prophet (peace and blessings be upon him) was at that moment preparing for the expedition to Tabuk, so he excused himself by saying that he was on the verge of a journey, and that when he returned, he would pray in it. When he returned to Medina from the expedition to Tabuk and only a few hours remained, the revelation descended, which is His statement: [At-Tawbah 9:107]. They claimed that they only established it to be lenient with the elderly and the weak and the like, so Allah forbade it.
As for the Mosque of Quba, the Prophet (peace and blessings be upon him) used to go out to it every Saturday, either riding or walking, and pray in it. The Prophet (peace and blessings be upon him) encouraged prayer in it. If a person purifies himself in his home and goes out to this mosque and prays two rak'ahs or whatever Allah wills, it is like one who performed 'Umrah.
The people of Quba were described by Allah the Exalted as those who love to purify themselves, and Allah loves those who purify themselves. He said:[At-Tawbah 9:108] Is that correct?
The student: Yes.
The Shaykh : Good, Allah praised them as men in the sense of true manliness, and that they love to purify themselves from impurities, states of ritual impurity, and sins:[At-Tawbah 9:108] meaning: those who purify themselves.
So he asked them why Allah praised them?
They said:Bulugh al-Maram 107 : Which is the follower and which is the followed?
Water is the follower, and the stones are the followed. This means that when they used stones for istinja', they used water for istinja'. When they used stones, they used water. This is the aspect of Allah's praise for them.
That the Prophet (peace and blessings be upon him) asked the people of Quba, and he said: 'Indeed, Allah praises you,' and they said: 'We follow the stones with water'

لمسجد أسس على التقوى من أول يوم أحق أن تقوم فيهAnd [there are] those [hypocrites] who took for themselves a mosque for causing harm and disbelief and division among the believers and as a station for whoever had warred against Allah and His Messenger
والذين اتخذوا مسجدا ضرارًا وكفرًا وتفريقًا بين المؤمنين وإرصادًا لمن حارب الله ورسولهAnd [there are] those [hypocrites] who took for themselves a mosque for causing harm and disbelief and division among the believers and as a station for whoever had warred against Allah and His Messenger before
