What is the ruling on describing other than the prophets with prayer and peace, such as 'Ali ibn Abi Talib?

Machine translationRead the Arabic original
The student: Describing other than the prophets with peace, or with "may Allah send prayers and blessings upon him"?

The Shaykh : Describing other than the prophets with peace, or with prayer?
The student: With peace.
The Shaykh : It is permissible to say peace be upon you.
The student: ....
The Shaykh : As for praying upon other than the prophets, if it is done in a subordinate manner, it is permissible by explicit text and scholarly consensus, as in "May Allah send prayers upon Muhammad and upon the family of Muhammad," if it is subordinate. If it is done independently, then if there is a reason for it, that is also permissible,
Take, [O, Muhammad], from their wealth a charity by which you purify them and cause them increase, and invoke [Allah 's blessings] upon them
[At-Tawbah 9:103]
. If the reason they brought is something for which prayer upon them was commanded, we pray upon them. If it is for no reason, and if it is adopted as a slogan for this person, such that whenever he is mentioned they say "may Allah send prayers upon him" or "peace be upon him," then the least of its states is that it is disliked. If it is not adopted as a slogan, then the correct view is that there is no harm in it.
The student: ...
The Shaykh : And 'Ali ibn Abi Talib is adopted as a slogan by the Rafidah.
The student: ...

The Shaykh : No, some people among us, we do not know except that they say "May Allah be pleased with 'Ali."
The student: ...

The Shaykh : He is asking about peace, brothers, do not take us to another issue; he is asking about peace and prayer. I have not heard anyone among the people say "May Allah send prayers and blessings upon 'Ali" except the Rafidah. As for "May Allah honor his face," it appears that this is also from the invention of the Rafidah. There is no doubt that our saying "May Allah be pleased with 'Ali" is far better than "peace be upon him" or "May Allah honor his face," because the pleasure of Allah is the highest bliss in Paradise, as the Exalted said:
but approval from Allah is greater
[At-Tawbah 9:72]
. And "peace be upon him" means safety from sins, so it is a negative attribute, whereas this is a positive attribute, the pleasure (ridwan). But due to their ignorance, they say "peace be upon him," or in order to distinguish 'Ali ibn Abi Talib (may Allah be pleased with him) with a characteristic in which no one shares with him, or to establish what some of the Rafidah claim, namely that 'Ali was the prophet and that Jibril betrayed the trust, and I seek refuge in Allah, he betrayed the trust and brought the revelation to Muhammad. There is nothing strange about their saying this, just as they said that the Companions betrayed the covenant of the Prophet (peace and blessings be upon him), for he had appointed 'Ali ibn Abi Talib as his successor to the caliphate, and they wronged him. For this reason, they consider it permissible to curse Abu Bakr and 'Umar, and they say in their claim that they are oppressors, and "the curse of Allah be upon the oppressors," so they consider it permissible, and I seek refuge in Allah, to curse the best of the Ummah with this false pretext. In any case, we are not in a position to speak about the Rafidah and their innovations and what they are upon. But we say that singling out 'Ali ibn Abi Talib with "peace be upon him" or "may Allah send prayers and blessings upon him" or "May Allah honor his face" is a deficiency. For "May Allah be pleased with him" is more complete than all of this. May Allah have mercy on you. If Allah is pleased with him, that is the greatest of rewards, as Allah the Exalted said:
but approval from Allah is greater
[At-Tawbah 9:72]
.
The reciter:
(117) And We gave them the explicit Scripture, (118) And We guided them on the straight path. (119) And We left for them [favorable mention] among later generations: (120) "Peace upon Moses and Aaron." (121) Indeed, We thus reward the doers of good.
[As-Saffat 37:117-121]
.

The Shaykh : But I seek refuge in Allah from the accursed Shaytan. Allah the Exalted said:
And when he reached with him [the age of] exertion, he said, "O my son, indeed I have seen in a dream that I [must] sacrifice you, so see what you think. فَلَمَّا بَلَغَ مَعَهُ السَّعْيَ قَالَ يَا بُنَيَّ إِنِّي أَرَى فِي الْمَنَامِ أَنِّي أَذْبَحُكَ فَانظُرْ مَاذَا تَرَى
[Surat al-Saffat: 102]. I think we start the benefits here?
The student:
We called to him, "O Abraham, وناديناه أن يا إبراهيم
[As-Saffat 37:104]

The Shaykh :
We called to him, "O Abraham, وناديناه أن يا إبراهيم
[As-Saffat 37:104]
