So the meaning of the verse is: that Allah informs -Mighty and Majestic- that the sending down of the Book is from Him, from Allah, meaning that it is sent down from Him, from Allah, not from Jibril, nor from Muhammad, nor from any source whatsoever, but it is sent down from Allah (Glorified and Exalted is He), He spoke it and cast it to Jibril, then Jibril brought it down upon the heart of the Prophet (peace and blessings be upon him). Allah the Exalted said:
(192) And indeed, the Qur'an is the revelation of the Lord of the worlds. (193) The Trustworthy Spirit has brought it down (194) Upon your heart وَإِنَّهُ لَتَنْزِيلُ رَبِّ الْعَالَمِينَ * نَزَلَ بِهِ الرُّوحُ الْأَمِينُ * عَلَى قَلْبِكَ
[Ash-Shu'ara 26:192-194]
And consider His saying:
Upon your heart على قلبك
so that you know that the Messenger (peace and blessings be upon him) comprehended the Qur'an fully, because what is sent down upon the heart must be comprehended by the heart.
He said:"
the Mighty العزيز
in His dominion,
The Wise الحكيم
in His creation "
the Mightyالعزيز
What is its meaning? Al-Aziz (The Mighty) has meanings:
First: Aziz means the Prevailing, and from this is His saying, the Exalted:
And to Allah belongs [all] honor, and to His Messenger, and to the believers, but the hypocrites do not know. وَللهِ الْعِزَّةُ وَلِرَسُولِهِ وَلِلْمُؤْمِنِينَ وَلَكِنَّ الْمُنَافِقِينَ لَا يَعْلَمُونَ
[Al-Munafiqun 63:8]
Allah the Exalted said this in response to the saying of the hypocrites
If we return to al-Madinah, the more honored [for power] will surely expel therefrom the more humble لَئِنْ رَجَعْنَا إِلَى الْمَدِينَةِ لَيُخْرِجَنَّ الْأَعَزُّ مِنْهَا الْأَذَلَّ
[Al-Munafiqun 63:8]
So Allah made it clear that the Mighty expels the Humble, but He said: To whom does the might belong? To Allah, His Messenger, and the believers. As for the hypocrites, they have no might until they are able to expel the believers from it. Now, Aziz means the Prevailing, and from this is His saying, the Exalted:
And to Allah belongs [all] honor, and to His Messenger, and to the believers ولله العزة ولرسوله وللمؤمنين
[Al-Munafiqun 63:8]

Aziz means Strong, intensely strong, and from this is their saying: "Ardh 'Azaz" meaning a hard, strong land. And it is known that Allah the Exalted is intense and strong in all His attributes; all the attributes are complete, with no deficiency, weakness, or frailty in them.
Third: Among the meanings of 'izzah (might) is being immune, meaning: He is immune from any evil befalling Him. So these are three meanings of Al-Aziz: The Prevailing, The Strong, right? The student: Immune

The Shaykh : Immune from all deficiency. And as for the author's saying: " in His dominion " it is actually deficient, very deficient, because if the might is restricted to dominion, then it does not encompass Al-Aziz meaning the Prevailing or the Strong.
And as for Al-Hakim, he says:" Al-Hakim in His creation " In His creation, meaning in what He created. Is Allah the Exalted described as a Creator and as having a creation? Yes? The answer is: Yes, He is described as a Creator and as having a creation. Allah, Blessed and Exalted, said:
[It is] the work of Allah, who perfected all things صُنْعَ الله الذي أتقنَ كُلَّ شيء
[An-Naml 27:88]
But we must know that if we describe Allah with creation, it is not like our description of the created being with creation. The created being, if he is a creator, needs tools: if he is a carpenter, he needs a saw, an adze, a chisel, and the like. But Allah, Mighty and Majestic, does not need them. So when Allah, Mighty and Majestic, said:
And the heaven We constructed with strength والسماءَ بنيناها بأيْدٍ
[Adh-Dhariyat 51:47]
Is the building of Allah, Mighty and Majestic, like the building of the created being? Does it need a basket, and mortar, and clay? Yes? No, so the building is not the building, and the creation is not the creation. A person might imagine that if Allah is described with creation and as a Creator, He might need tools to create with, but this is a mistake, because the creation of Allah is not like the creation of humans. Now, the author's saying: "
The Wiseالحكيم
in His creation "
restricting it to creation is deficient, and the correct view is that He is Wise in His creation and in His legislation. For this reason, Allah sometimes ends verses of legislation with wisdom, as in His saying, the Exalted, in Surat al-Mumtahanah:
That is the judgement of Allah; He judges between you. And Allah is Knowing and Wise. ذلِكُمْ حُكْمُ اللَّهِ يَحْكُمُ بَيْنَكُمْ وَاللَّهُ عَلِيمٌ حَكِيمٌ
[Al-Mumtahanah 60:10]
So He is Wise in His creation, Wise in His legislation: in His creation, meaning all His creations are perfect. Allah the Exalted said:
[And] who created seven heavens in layers. You do not see in the creation of the Most Merciful any inconsistency. So return [your] vision الذِي خَلَقَ سَبْعَ سَمَاوَاتٍ طِبَاقًا مَا تَرَى فِي خَلْقِ الرَّحْمَنِ مِنْ تَفَاوُتٍ فَارْجِعِ الْبَصَرَ
[Al-Mulk 67:3]
Turn it over, think
do you see any breaks? (4) Then return [your] vision twice again. هلْ تَرَى مِنْ فُطُورٍ * ثُمَّ ارْجِعِ الْبَصَرَ كَرَّتَيْنِ
[Al-Mulk 67:3-4]
meaning one turn after another, in the end
[Your] vision will return to you humbled while it is fatigued. يَنْقَلِبْ إِلَيْكَ الْبَصَرُ خَاسِئًا وَهُوَ حَسِيرٌ
[Al-Mulk 67:4]
This is from the perfection in creation. As for legislation, Allah, Glorified and Exalted, says:
Then do they not reflect upon the Qur'an? If it had been from [any] other than Allah, they would have found within it much contradiction. أَفَلَا يَتَدَبَّرُونَ الْقُرْآنَ وَلَوْ كَانَ مِنْ عِنْدِ غَيْرِ اللَّهِ لَوَجَدُوا فِيهِ اخْتِلَافًا كَثِيرًا
[An-Nisa 4:82]
and contradiction. The Qur'an can never contradict. And if you see a verse whose apparent meaning contradicts another verse, know that that is either from your poor understanding or from the deficiency of your knowledge: either from the deficiency of your knowledge that this verse abrogates the other and you do not know, or from your poor understanding that both verses are perfect but you did not understand how to reconcile them. Otherwise, it is never possible for there to be contradiction in the speech of Allah, nor in what is authentic from the Messenger of Allah (peace and blessings be upon him) is there ever contradiction. This is impossible, because it is the legislation of Allah, and Allah the Exalted has perfected His legislation. So Allah is Wise in His creation and in His legislation. And based on this,
wiseحكيم
means Perfect, meaning Perfect, did you understand? Not meaning Ruler, meaning Perfect, not meaning Ruler. On this interpretation: that the meaning of
The Wiseالحكيم
is the Perfecter of His legislation and His creation. And here we ask: Does
Fa'ilفعِيل
come in the Arabic language to mean
Mu'fi'lمُفعِل
? And the answer is: Yes,
Fa'ilفعيل
comes to mean
Mu'fi'lمُفعِل
. And from this is the saying of the poet:
Is it the fragrant flower of the hearing caller that keeps me awake, while my companions are asleep?
" Is it the fragrant flower of the hearing caller "
Al-Sami'السميع
Who is the one who hears? Or does al-Sami' mean the One who makes hear? It means the One who makes hear.
Is it the fragrant flower of the hearing caller that keeps me awake, while my companions are asleep?
In that case,
wiseحكيم
means Perfect. Is it possible for it to mean Ruler? The answer is: Yes, it is possible for it to mean Ruler. And on this basis,
wiseحكيم
means: that He has the ruling. The ruling attributed to Allah, Mighty and Majestic, includes the cosmic ruling and the legislative ruling. The cosmic ruling is the bringing into existence of things, the creation of things, and the ruling upon them with extinction, permanence, transformation, and change, and the like. All of this is ruling. The legislative ruling is what the Messengers, peace be upon them, brought from the rulings of Allah by which the accountable person is bound. So His saying, the Exalted:
Establish prayer. أقِمِ الصلاة
This is legislative.
Become apes. كونوا قردة
This is cosmic. Now,
Then is it the judgement of [the time of] ignorance they desire? But who is better than Allah in judgement أَفَحُكْمَ الْجَاهِلِيَّةِ يَبْغُونَ * وَمَنْ أَحْسَنُ مِنَ اللَّهِ حُكْمًا
[Al-Ma'idah 5:50]
Legislative.
That is the judgement of Allah; He judges between you ذَلِكُمْ حُكْمُ اللَّهِ يَحْكُمُ بَيْنَكُمْ
[Al-Mumtahanah 60:10]
Legislative.
So I will never leave [this] land until my father permits me or Allah decides for me فَلَنْ أَبْرَحَ الْأَرْضَ حَتَّى يَأْذَنَ لِي أَبِي أَوْ يَحْكُمَ اللَّهُ لِي
[Yusuf 12:80]
