In its general sense, it is the one who performed what was commanded and left what was forbidden, and this is excellence in worship.
Among the benefits of the noble verse is the exhortation to excellence in worship, as He said:
That is the reward of the doers of good. ذَلِك جَزَاء الْمُحْسِنِينَ
The exhortation to excellence in worship and the command to do it are abundant in the Book and the Sunnah. And excellence in worship includes, as I told you, excellence in the worship of Allah and excellence toward the servants of Allah. Excellence toward the servants of Allah is done through speech, action, wealth, and other types of excellence. So do not hold back in bestowing excellence upon your brothers, for that is a cause for entering Paradise and also a cause for Allah’s assistance to you.
And Allah is engaged in helping the worshipper as long as the worshipper is engaged in helping his brother. فإن الله في عون العبد ما كان العبد في عون أخيه

Among the benefits of the second verse is that by their mindfulness of Allah, Allah forgives them the worst of their deeds, as He said:
That Allah may remove from them the worst of what they did لِيُكَفِّرَ اللَّهُ عَنْهُمْ أَسْوَأَ الَّذِي عَمِلُوا
[Az-Zumar 39:35]

Among its benefits is that Allah rewards them with the best reward, and this has been clarified in the Book and the Sunnah: whoever comes with a good deed will have ten times its like, up to seven hundred times, up to many multiples.
Among the benefits of the noble verse is that the fleeting thoughts that occur in the hearts have no ruling, as He said:
They did. ماعملوا
What they did. الَّذِي عَمِلُوا
and as He said:
what they used to do. الَّذِي كَانُوا يَعْمَلُونَ
[Al-'Ankabut 29:7]
A hadith came supporting this, and the Prophet (peace and blessings be upon him) said:
Verily Allah forgave my people the evil promptings which arise within their hearts as long as they did not speak about them or did not act upon themأن الله تجاوز لأمتي ماحدثت به أنفسها مالم تعمل أو تتكلم

However, it is obligatory for one who has bad fleeting thoughts to repel them as much as he can. Part of repelling them is seeking refuge in Allah from the accursed Shaytan and ceasing, meaning turning away from these estimates, for then they will disappear. But if he submits to them, yields to them, and persists, they will destroy him, because Shaytan measures the heart of a man; if he sees it soft and weak, he dominates it until he takes him out of his religion and his worldly life, may Allah protect us. And if it is firm, Shaytan cannot penetrate it, and then it becomes strong, and the bones of Shaytan break against it. The Shaykh al-Islam Ibn Taymiyyah (may Allah have mercy on him) advised his student Ibn al-Qayyim of this when he was presenting to him some doubts. He said: “Do not make your heart like a sponge that absorbs water and then it does not come out except by squeezing. Make your heart like glass, clear, so that what is behind it is seen and nothing penetrates it.” What is in it is seen, meaning nothing penetrates it, meaning from these doubts. It becomes clear, pure, free from doubts, and nothing penetrates it. And thus it is befitting for a person not to submit to Shaytan in these whispers that come to him. Now, if someone asks: Is desire an action? Or not? What do you say?

The Shaykh : Desire is an action, but it is an action of the heart, unlike the whispering of the soul, because whispering to the soul does not mean submitting to the thing and affirming the thing. But desire does not occur except after affirming this thing. For this reason, the Prophet (peace and blessings be upon him) said regarding two Muslim men who meet with their swords and one kills the other: He said:
Both are in the Fire. When two Muslims meet with their swords, the killer and the killed are in the Fire. They said: O Messenger of Allah, this is the killer, but what about the killed? He said: Because he was eager to kill his companion. كلاهما في النار إذا التقى المسلمان بسيفيهما فالقاتل والمقتول في النار قالوا : يارسول الله هذا القاتل فما بال المقتول قال : لأنه كان حريصاً على قتل صاحبه
And when he mentioned the four men, among them was
A man to whom Allah the Exalted and Majestic gave wealth, and he spends it in other than the pleasure of Allah. So the poor man said: I wish I had the wealth of so-and-so, so I would act in it as so-and-so acts. He said: It is by his intention, and they are equal in the burden. رجل أعطاه الله سبحانه وتعالى المال فهو ينفقه في غير مرضاة الله فقال الرجل الفقير ليت لي مال فلان فأعمل فيه كعمل فلان قال فهو بنيته فهما في الوزر سواء
even though he did not act, but he wished and desired, and Allah knows best.
