What is the ruling on arguing with the People of the Book?

Machine translationRead the Arabic original
The Shaykh : Yes, if their stubbornness becomes apparent, then say, "As for them, as long as they are not hostile but are seeking the truth, argue with them until the truth becomes clear. But if their stubbornness is now evident, then we say: either you strike their necks, or they pay the jizyah (tax on protected non-Muslims) from their own hand while in a state of humiliation. This is the obligation upon the Muslims if they accept it. As for if they are killed, that is a different matter."
I seek refuge in Allah from Satan, the accursed.
(22) They are the ones whose deeds have become worthless in this world and the Hereafter, and for them there will be no helpers. (23) Do you not consider, [O Muhammad], those who were given a portion of the Scripture? They are invited to the Scripture of Allah that it should arbitrate between them; then a party of them turns away, and they are refusing. (24) That is because they say, "Never will the Fire touch us except for [a few] numbered days," and [because] they were deluded in their religion by what they were inventing. (25) So how will it be when We assemble them for a Day about which there is no doubt? And each soul will be compensated [in full for] what it earned, and they will not be wronged. (26) Say, "O Allah, Owner of Sovereignty, You give sovereignty to whom You will and You take sovereignty away from whom You will. You honor whom You will and You humble whom You will. In Your hand is [all] good. Indeed, You are over all things competent. (27) You cause the night to enter the day, and You cause the day to enter the night; and You bring the living out of the dead, and You bring the dead out of the living. And You give provision to whom You will without account."
[Ali 'Imran 3:22-27]
. I seek refuge in Allah from Satan, the accursed. Allah the Exalted said:
So if they argue with you, say, "I have submitted myself to Allah [in Islam], and [so have] those who follow me."
[Ali 'Imran 3:20]
This is the beginning of the research for the discussion, from where? Yes, the discussion, good. Allah the Exalted said:
And if they submit [in Islam], they are rightly guided; but if they turn away - then upon you is only the [duty of] notification. And Allah is Seeing of [His] servants.
[Ali 'Imran 3:20]
Where is the answer to the condition in His saying:
And if they submit [in Islam], they are rightly guided
[Ali 'Imran 3:20]
Why is it connected with the fa (conjunction)? Because the past tense with qad (particle of past) requires the fa when it is with qad. Well done, perfect. There is a famous verse in the sentences that must be connected with the fa when they occur as the answer to a condition.
