The Shaykh : A woman is not among those who visit graves because she is weak, quick to be affected, and strong in emotion. Consequently, there arises in her visitation what is wrong, which has made her not commanded to visit the cemetery; rather, she is prohibited from it, and indeed
Narrated Asma': (the daughter of Abu Bakr) Allah's Messenger (ﷺ) has cursed such a lady as artificially lengthening (her or someone else's) hair or gets her hair lengthened. لعن النبي صلى الله عليه وسلم زائرات القبور

This applies if the woman leaves her house to visit the cemetery with that as her specific intention. However, if she visits the cemetery incidentally, such as walking to attend to a need of hers and passing by the cemetery, then she stops and greets the people of the graves, there is nothing wrong with that. The Prophet (peace and blessings be upon him) taught Aisha what to supplicate with when visiting graves. Likewise, we say regarding visiting the grave of the Prophet (peace and blessings be upon him): A woman should not intend to visit it as a primary goal. But if she passes by there, near the front of the mosque, and stops at the grave and greets him, there is nothing wrong with that. However, this is conditional on there being no fear of fitnah (trial, discord or temptation) and no crowding of men. If there is crowding of men or fear of fitnah, she is prohibited from doing so. And Allah knows best.
