It contains evidence for the recommendation of consultation in general matters, based on her saying:
O eminent ones, explain to me my vision يَا أَيُّهَا المَلَأُ أَفْتُونِي فِي أَمْرِي
[Surah al-Naml: 32]. Although she was a queen with full authority, she did not dispense with consultation.
O eminent ones, explain to me my vision قَالَتْ يَا أَيُّهَا المَلَأُ أَفْتُونِي فِي أَمْرِي
[Surah al-Naml: 32].
It contains evidence of this woman's prudence and that she wanted her policy to be based on the responsibility of everyone, based on her saying:
I would not decide a matter until you witness [for] me." مَا كُنتُ قَاطِعَةً أَمْرًا حَتَّى تَشْهَدُونِ
[Surah al-Naml: 32]. In that case, if the outcome differed from what was intended, there would be no blame on her, as long as she made these people witnesses and clarified things to them.
