The questioner : His final question says that, praise be to Allah, I pray and perform all the rites of the religion, and there are unveiled women in the market, and also, I look at them, so does a sin touch me or not? And peace be upon you and the mercy of Allah and His blessings.

The Shaykh : There is no doubt that women going out unveiled in the markets is no doubt a wrong that it is obligatory for whoever sees it to change it with his hand, and if he cannot, then with his tongue, and if he cannot, then with his heart. And it is obligatory for the rulers of the Muslims to prevent women from going out to the markets unveiled because of the fitnah (trial, discord or temptation) and the bringing of evils upon them. And you, if you pass by the market and you are unable to change this wrong, then there is no blame on you if you do what is obligatory upon you of these ranks: change it with your hand, and if you cannot, then with your tongue, and if you cannot, then with your heart, then there is no blame on you. But do not intentionally look at these unveiled women, for the look is a poisoned arrow from the arrows of Iblis.

The Shaykh : Whoever leaves it out of desire for what is with Allah and fear of Him, Allah Blessed and Exalted is He will cause him to find sweetness in his heart. Allah the Exalted said:
Tell the believing men to reduce [some] of their vision and guard their private parts. That is purer for them. Indeed, Allah is Acquainted with what they do. قُلْ لِلْمُؤْمِنِينَ يَغُضُّوا مِنْ أَبْصَارِهِمْ وَيَحْفَظُوا فُرُوجَهُمْ ذَلِكَ أَزْكَى لَهُمْ إِنَّ اللَّهَ خَبِيرٌ بِمَا يَصْنَعُونَ
[An-Nur 24:30]
