Question:
Is it permissible for a Muslim to enter a commercial market when he knows that there are women in it who are clothed yet naked, and that there is free mixing of men and women in it that Allah does not approve of?
Answer:
One should not enter such a market except to enjoin good and forbid evil, or out of dire necessity, while lowering the gaze and guarding against the causes of trial, striving to protect one's honor and religion, and staying away from the means of evil. However, it is obligatory for the market inspectors and for every capable person to enter such markets to forbid the evil therein, acting in accordance with the saying of Allah : [Surah al-Tawbah: 71], and His saying : [Surah Al-Imran: 104], and there are many verses in this meaning.
And in accordance with the saying of the Prophet (peace and blessings be upon him):Musnad Ahmad 1Sahih (Darussalam) narrated by Imam Ahmad and some of the compilers of the Sunan from Abu Bakr al-Siddiq (may Allah be pleased with him) with a sound chain. And in accordance with his saying (peace and blessings be upon him): Sahih Muslim 49a narrated by Imam Muslim in his Sahih, and there are many hadiths in this meaning, and success is from Allah.

The believing men and believing women are allies of one another. They enjoin what is right and forbid what is wrong
And let there be [arising] from you a nation inviting to [all that is] good, enjoining what is right and forbidding what is wrong, and those will be the successful.
And in accordance with the saying of the Prophet (peace and blessings be upon him):
lf the people see evil and do not change it, soon Allah will send His punishment upon them all.
He who amongst you sees something abominable should modify it with the help of his hand; and if he has not strength enough to do it, then he should do it with his tongue, and if he has not strength enough to do it, (even) then he should (abhor it) from his heart, and that is the least of faith.
