Then Allah the Exalted said:
Those to whom We gave the Scripture before it - they are believers in it. الَّذِينَ آتَيْنَاهُمُ الْكِتَابَ مِنْ قَبْلِهِ هُمْ بِهِ يُؤْمِنُونَ
[Surat al-Qasas: 52]. First, it is derived from this that among the Jews and the Christians there are those who believed in the Qur'an, as Allah the Exalted said:
Those to whom We gave the Scripture before it - they are believers in it. الَّذِينَ آتَيْنَاهُمُ الْكِتَابَ مِنْ قَبْلِهِ هُمْ بِهِ يُؤْمِنُونَ
[Al-Qasas 28:52]

If we look at it, we find that it is general and includes all those who were given the Scripture. Is it general? Did all those who were given the Scripture before believe in the Qur'an? No, there are Christians who remained Christians, and there are Jews who remained Jews, but some of them did believe. This means that we have given the category the ruling of the individual. It is as if it is said: The faith of Abdullah ibn Salam and the faith of the Negus, for example, is not because his name is Abdullah ibn Salam and his name is the Negus, but because they were given the Scripture, they believed. Not because of their names, but because of what they knew from their Scriptures that the Messenger (peace and blessings be upon him) would be sent. This necessitates that the entire category must be believers, even if not all of them believed. The important point is that it is derived from this verse that the category is given the ruling of the individual, as long as the cause of this ruling includes the entire category. For example, what is the cause of Abdullah ibn Salam's faith? His knowledge of what is in the Torah regarding the attributes of the Messenger (peace and blessings be upon him). Is this knowledge specific to him and not including all Jews? It includes all Jews. So here we have given the category the ruling of the individual, because of the cause that includes him and others. Otherwise, someone might say: We do not see that those who were given the Scripture before him believe in it; not all of them believed. But we say: Only some of them believed, but this faith in some of them was driven by the cause that includes the entire category. So we derive from this that we give the category the ruling of the individual if the cause of this ruling includes everyone. If the cause of this ruling includes everyone, then the category is given the ruling of the individual.
Now, it is also derived from this verse the high praise for those who believed in the Qur'an and the previous Scriptures, as He said:
they are believers in it. هم به يؤمنون
[Al-Qasas 28:52]
.
It is also derived from this that the description of the Prophet (peace and blessings be upon him) is present in the previous Scriptures, the Torah and the Gospel. This is explicit in the verse in Al-A'raf where He said:
whom they find written in what they have of the Torah and the Gospel, who enjoins upon them what is right الَّذِي يَجِدُونَهُ مَكْتُوبًا عِنْدَهُمْ فِي التَّوْرَاةِ وَالإِنجِيلِ يَأْمُرُهُمْ بِالْمَعْرُوفِ
[Al-A'raf: 157] and so on.
