Shirk can be worship, and the one who opposes it commits disbelief. So Iblis was commanded to prostrate to Adam, but he did not prostrate, and thereby he committed disbelief, even though prostration to other than Allah is shirk. So obedience to what Allah has commanded is in any case. Here, they were commanded to call upon these idols. So do we say that this command is an obligation and a compulsion for them?
