Praise be to Allah, Lord of the worlds, and may Allah send prayers and blessings upon His servant and Messenger Muhammad, and upon his family and all his Companions.
Shaykh al-Islam Ibn Taymiyyah said in his book al-Iqtida': "And the servant may do what he is commanded to do initially for the sake of worshipping Allah, obeying Him, and because of what he has of love for Him, turning to Him, fearing Him, and complying with His command, even if that entails obtaining sustenance, victory, and well-being. And Allah the Exalted said:
And your Lord says, "Call upon Me; I will respond to you."وقال ربكم ادعوني أستجب لكم
[Ghafir 40:60]
. And the Prophet (peace and blessings be upon him) said in the hadith narrated by the people of the Sunan, Abu Dawud and others:
Supplication is worship الدعاء هو العبادة
, then he recited the words of Allah the Exalted:
And your Lord says, "Call upon Me; I will respond to you." وقال ربكم ادعوني أستجب لكم
[Ghafir 40:60]
. This hadith, along with the Qur'an, has been interpreted with both types of meaning: It was said "Call upon Me" means: "Worship Me and obey My command; I will respond to your supplication." It was also said: "Ask Me and I will give you," and both meanings are true. In the two Sahihs, in the words of the Prophet (peace and blessings be upon him) in the hadith of the descent:
Our Lord descends to the lowest heaven every night when the last third of the night remains, and He says: Who is calling upon Me that I may respond to him? Who is asking Me that I may give him? Who is seeking My forgiveness that I may forgive him? Until the dawn breaks. ينزل ربنا إلى سماء الدنيا كل ليلة حين يبقى ثلث الليل الأخير فيقول من يدعوني فأستجيب له، من يسألني فأعطيه، من يستغفرني فأغفر له، حتى يطلع الفجر
So He first mentioned His response to supplication, then He mentioned giving to the one who asks, and forgiveness for the one who seeks forgiveness. This is bringing benefit, and this is removing harm, and both are the objective of the supplicant who is answered. And Allah the Exalted said:
And when My servants ask you about Me, indeed I am near. I respond to the call of the caller when he calls upon Me. So let them respond to Me and believe in Me that they may be guided. وإذا سألك عبادي عني فإني قريبٌ أجيب دعوة الداع إذا دعان فليستجيبوا لي وليؤمنوا بي لعلهم يرشدون

And it was narrated:
That some of the Companions said: "O Messenger of Allah, is our Lord near so that we may speak to Him in confidence, or far so that we must call out to Him?" So Allah revealed this verse. أن بعض الصحابة قال : يا رسول الله، ربنا قريب فنناجيه أم بعيد فنناديه ؟ فأنزل الله هذه الآية
So He, the Exalted, informed that He is near and responds to the call of the caller when he calls upon Him, then He commanded them to respond to Him"

Narrated 'Aishah, wife of Prophet (ﷺ): A man came to the Prophet (ﷺ) during Ramadan in the mosque. He said: Messenger of Allah, I am burnt. The Prophet (ﷺ) asked him what happened to him. He said: I had sexual intercourse with my wife. He said: Give sadaqah (alms). He said: I swear by Allah, I possess nothing with me, and I cannot do this. He said: Sit down. He sat down. While he was waiting, a man came forward driving his donkey loaded with food. The Messenger of Allah (ﷺ) said: Where is the man who was burnt just now ? Thereupon the man stood up. The Messenger of Allah (ﷺ) said: Give it as sadaqah (alms). He asked: Messenger of Allah, to others than us ? By Allah. we are hungry, we have nothing (to eat). He said: Eat it yourselves. قال : يا رسول الله، ربنا قريب

So He, the Exalted, informed that He is near and responds to the call of the caller when he calls upon Him, then He commanded them to respond to Him and believe in Him, as some of them said: So let them respond to Me when I call them, and let them believe in Me that I will respond to their call. They said: And with these two causes, the response to supplication is achieved: by the perfection of obedience to His oneness of worship, and by the soundness of faith in His oneness of lordship. So whoever responds to his Lord by complying with His command and prohibition, he achieves his objective from supplication, and his supplication is answered, as Allah the Exalted said
And He answers [the supplication of] those who have believed and done righteous deeds and increases [for] them from His bounty ويستجيب الذين آمنوا وعملوا الصالحات ويزيدهم من فضله
[Ash-Shuraa 42:26]
That is: He responds to them. It is said: "He responded to him" and "He responded to his call."
So whoever calls upon Him with the certainty that He responds to the call of the caller when he calls upon Him, He will respond to him. And he may be a polytheist and an open sinner, for He, the Exalted, is the One who said:
And when affliction touches man, he calls upon Us, whether lying on his side or sitting or standing; but when We remove from him his affliction, he continues [in disobedience] as if he had never called upon Us to [remove] an affliction that touched him وإذا مس الإنسان الضر دعانا لجنبه أو قاعدًا أو قائمًا فلما كشفنا عنه ضره مر كأن لم يدعنا إلى ضرٍ مسه
[Yunus 10:12]
, and He, the Exalted, is the One who said:
And when adversity touches you at sea, lost are [all] those you invoke except for Him. But when He delivers you to the land, you turn away [from Him]. And ever is man ungrateful. وإذا مسكم الضر في البحر ضل من تدعون إلا إياه فلما نجاكم إلى البر أعرضتم وكان الإنسان كفورًا
[Al-Isra 17:67]
, and He, the Exalted, is the One who said:
(40) Say, "Have you considered: if there came to you the punishment of Allah or there came to you the Hour - is it other than Allah you would invoke, if you should be truthful?" (41) No, it is Him [alone] you would invoke, and He would remove that for which you invoked Him if He willed, and you would forget what you associate [with Him]. قل أرأيتكم إن أتاكم عذاب الله أو أتتكم الساعة أغير الله تدعون إن كنتم صادقين * بل إياه تدعون فيكشف ما تدعون إليه إن شاء وتنسون ما تشركون
[Al-An'am 6:40-41]

But these people, who are answered because of their acknowledgment of His lordship and that He responds to the call of the one in distress, if they are not sincere to Him in their worship, nor obedient to Him and His Messenger, then what He gives them through their supplication is a enjoyment in this worldly life, and they have no share in the Hereafter. Allah the Exalted said:
(18) Whoever should desire the immediate - We hasten for him from it what We will to whom We intend. Then We have made for him Hell, which he will [enter to] burn, censured and banished. (19) But whoever desires the Hereafter and exerts the effort due to it while he is a believer - it is those whose effort is ever appreciated [by Allah]. (20) To each [category] We extend - to these and to those - from the gift of your Lord. And never has the gift of your Lord been restricted. من كان يريد العاجلة عجلنا له فيها ما نشاء لمن نريد ثم جعلنا له جهنم يصلاها مذمومًا مدحورًا *ومن أراد الآخرة وسعى لها سعيها وهو مؤمنٌ فأولئك كان سعيهم مشكورًا * كلًا نمد هؤلاء وهؤلاء من عطاء ربك وما كان عطاء ربك محظورًا
[Al-Isra 17:18-20]

And Ibrahim (peace and blessings be upon him) supplicated"


The Shaykh : "Restricted" means prohibited, and for this reason it was written with the letter 'za' (ظ) rather than the letter 'dha' (ض). Yes.
The reader: "And Ibrahim (peace and blessings be upon him) supplicated for sustenance for the people of faith, and he said:
provide its people with fruits - whoever of them believes in Allah and the Last Day وارزق أهله من الثمرات من آمن منهم بالله واليوم الآخر
[Al-Baqarah 2:126]
. Allah the Exalted said:
And whoever disbelieves - I will grant him enjoyment for a little; then I will force him to the punishment of the Fire, and wretched is the destination." ومن كفر فأمتعه قليلًا ثم أضطره إلى عذاب النار وبئس المصير
[Al-Baqarah 2:126]
So not everyone whom Allah gives enjoyment of sustenance and victory, either in response to his supplication or without it, is among those whom Allah loves and befriends. Rather, He, the Exalted, provides for the believer and the disbeliever, the righteous and the wicked. And He may respond to their supplication and give them what they ask for in this world, and they have no share in the Hereafter.
They have mentioned that some of the disbelievers among the Christians besieged a city of the Muslims, and their fresh water ran out. So they asked the Muslims to supply them with fresh water so that they would withdraw from them. The rulers of the Muslims consulted one another and said: "No, we will leave them alone until thirst weakens them, and then we will take them."

The reader: "And then we will take them. So those people stood up and asked for rain and called upon Allah"

The reader: "So those Christians stood up and asked for rain and called upon Allah, and He gave them drink. Some of the common people were disturbed, so the king said to some of the knowledgeable ones: 'Address the people.' So he ordered a pulpit to be set up for him and said: 'O Allah, we know that these are among those for whom You have guaranteed sustenance, as You said in Your Book:
And there is no creature on earth but that upon Allah is its provision وما من دابةٍ في الأرض إلا على الله رزقها
[Hud 11:6]
And they called upon You in distress, and You respond to the distressed when they call upon You. So You gave them drink because of the sustenance You guaranteed for them, and because they called upon You in distress, not because You love them or love their religion'"

The reader: "Not because You love them, and love their religion. And now we want You to show us a sign by which faith is established in the hearts of Your believing servants. So Allah sent upon them a wind that destroyed them, or something like that".

The Shaykh : Allahu Akbar. This is a trial, meaning that Allah the Exalted has made a trial in one of the paths of misguidance, either by answering his call, or making his affairs easy, or helping him against his enemy, or something similar to that, so people are deceived by it. And this is part of the trial. Just as Allah the Exalted may facilitate the means of sin as a trial for people, so be aware of this.
Not everyone whom Allah helps is among the enemies of Allah, meaning that Allah loves him, absolutely not. For the Shari'ah takes precedence over what the divine decree necessitates, but Allah makes that a trial. Yes.
