The Shaykh : The correct view is that the two rak'ahs of tawaf are not a pillar of Hajj or 'Umrah, but rather one of the matters that were commanded. When the Prophet (peace and blessings be upon him) finished his tawaf, he moved forward to the Station of Ibrahim and recited:
And take, [O believers], from the standing place of Abraham a place of prayer. وَاتَّخِذُوا مِنْ مَقَامِ إِبْرَاهِيمَ مُصَلًّى
[Al-Baqarah 2:125]
We believe that if one performs Hajj and does not perform these two rak'ahs, his Hajj is complete, meaning that it is not obligatory for him to repeat it, nor is it obligatory for him to offer a sacrifice for it, and Allah knows best.
