The Shaykh : This is a matter in which I hesitate, because if we look at the fact that the original ruling in supplication is to raise the hands, but some scholars say: the original ruling is to raise the hands in the supplication of intense pleading (ibtilal), meaning the one in which the servant pleads intensely and emphasizes, and not in the rest. However, the saying of the Messenger (peace and blessings be upon him):
Your Rabb (Lord of the Universe) is Modest and Generous, and would never turn the hands of a slave without gain when he raises them to Him (in supplication). إن الله يستحيي من عبده إذا رفع إليه يديه أن يردهما صفراً
Bulugh al-Maram 16:117
indicates that the original ruling is raising the hands, except where evidence exists for not raising them. But raising the hands at the grave is feared to become a means to gathering around the grave, and for all the people to raise their hands and then one of them to supplicate for them; this is the concern.
