The questioner : Is it a transgression in supplication for a person to make a vow to Allah?

The Shaykh : Yes, indeed. This requires consideration. If a person is driven to make a vow to his Lord by good opinion of Allah the Exalted, and by the belief that He answers supplications, and if he did not make a vow to Allah the Exalted regarding anything forbidden, then it is not a transgression. Rather, this is part of having a good opinion of Allah.
However, if he makes a vow to his Lord because of his good opinion of himself and his pride in himself, then it is forbidden.
