their strongest oaths that if you ordered them, they would go forth [in Allah 's cause]. Say, "Do not swear. [Such] obedience is known جهد أيمانهم لئن أمرتهم ليخرجن قل لا تقسموا طاعة معروفة

And in the oath there is a binding obligation, just as in a vow. Yes, that is right. So, the oath is binding; they do not swear by Allah except to bind themselves.
