What is the ruling on raising one's face to the sky other than in prayer?

Machine translationRead the Arabic original
The questioner : Shaykh, may Allah bless you, what about frequently staring at the sky other than in prayer?

The Shaykh : There is nothing wrong with it. The Prophet (peace and blessings be upon him) used to frequently raise his head to the sky. And Allah the Exalted said:
We have certainly seen the turning of your face, [O Muhammad], toward the heaven قد نرى تقلّب وجهك في السّماء
[Al-Baqarah 2:144]
However, raising one's face in supplication other than in prayer is not permissible in prayer. ... As for prayer, some scholars disliked it, but the correct view is that it is not disliked and there is nothing wrong with it. Yes?
