Modesty is a psychological trait that overtakes a person when he says, does, or hears something from which he feels shy. You cannot define modesty, because modesty is defined by a self-referential, essential definition, but it is defined by what is said about it.
The scholars (may Allah have mercy on them) sought to count these branches and began counting them. They divided them into actions of the heart, actions of the limbs, and words of the tongue. Then they divided the actions of the heart, then the actions of the limbs, and then the words of the tongue.
Some of them said: This is a reference to this specific number, but the Messenger did not specify it. It is similar to his saying:
Indeed, Allah has ninety-nine Names, whoever counts them shall enter Paradise. إن لله تسعة وتسعين اسما من أحصاها دخل الجنة

and he did not clarify them. Every action that is accompanied by sincerity and following the Messenger (peace and blessings be upon him)—sincerity to Allah and following His Messenger—is part of faith. The modesty that prevents you from doing what contradicts honor or the Shari'ah is the praised, praiseworthy modesty. It is modesty from Allah. And the modesty that prevents you from violating honor is modesty from people, and it is also praiseworthy. And the people understood from the speech of the first prophecy:
If you do not feel ashamed, then do whatever you like. إذا لم تستحي فاصنع ما شئت
