Commentary on Tafsir al-Jalalayn: “That” is the severe punishment and the worst retribution, “the retribution of the enemies of Allah,” with the realization of the second hamzah and its replacement with a waw.

That is the retribution of the enemies of Allah ذلك جزاء أعداء الله
Who are the enemies of Allah? The enemies of Allah the Exalted are those who declared enmity toward Him by fighting Him through disobedience. Among them are those who have been declared at war by Allah and His Messenger, the consumers of riba (usury or interest), as Allah Blessed and Exalted is He said:
(278) O you who have believed, fear Allah and give up what remains [due to you] of interest, if you should be believers. (279) And if you do not, then be informed of a war [against you] from Allah and His يَا أَيُّهَا الَّذِينَ آمَنُوا اتَّقُوا اللَّهَ وَذَرُوا مَا بَقِيَ مِنَ الرِّبَا إِنْ كُنتُمْ مُؤْمِنِينَ * فإن لم تفعلُوا فأْذنوا بحرْبٍ من الله ورسوله

. It is in the accusative case as a verbal noun, and a verbal noun must have a governor. The governor is sometimes from the word of the verbal noun and sometimes from its meaning. If you say: “I stood, standing,” the governor is from its meaning. And if you say: “I stood, standing,” the governor is from its word. The implied is implied from its word and not from its meaning, because we do not resort to implying the meaning unless we find before us something that differs in its word, {May Allah have mercy on you}. But if we do not find it, it is implied from its word. And on this basis, the implication is: “They will be recompensed with a retribution,”
for what they, of Our verses, were rejecting. بما كانوا بآياتنا يجحدون

But when the object is made transitive with the preposition “ba,” the denial becomes implied with the meaning of lying, meaning: for what they used to lie about our verses.
