The Shaykh : Allah the Exalted said:
And if Allah had extended [excessively] provision for His servants, they would have committed tyranny throughout the earth وَلَوْ بَسَطَ اللَّهُ الرِّزْقَ لِعِبَادِهِ لَبَغَوْا فِي الأَرْضِ
[Ash-Shuraa 42:27]
Basat means to expand, as Allah the Exalted said:
And Allah restricts and expands والله يقبض ويبسط
And He, Mighty and Majestic, said:
extends provision for whom He wills and restricts [it] يبسط الرزق لمن يشاء ويقدر
[Ar-Ra'd 13:26]
meaning He restricts, so basat means expansion, meaning if Allah had expanded the provision for the servants, they would have transgressed on earth.
And His saying:
for His servants لعباده
The commentator said: "all of them" meaning if all people were rich and their provision was expanded for them, they would have transgressed on earth. He said: "
they would have transgressed لبغوا
all of them
In the ground. في الأرض
meaning they would have been arrogant therein"
and exceeded their limits, because all of them would have been in comfort and abundant provision, with no deterrent, no consideration, and no taking of admonition. Also, if Allah had expanded the provision for all servants, the world would have been corrupted, because were it not for this differentiation among servants in provision, no one would serve another and affairs would not be straightened out. If all people were on the same level of wealth and you asked a person to work for you, he would not respond, why? Because of his sufficiency in what he has. But Allah, Blessed and Exalted is He, preferred some people over others and raised some of them above others in degrees so that some of them may take others as their servants. This is what the author held, but it may be said that His saying, the Exalted:
And if Allah had extended [excessively] provision for His servants ولو بسط الله الرزق لعباده
[Ash-Shuraa 42:27]
is comprehensive for the whole or for individuals, for if Allah expands the provision for a person, he transgresses and becomes self-sufficient. Therefore, you find that most of those who lie to the prophets are the wealthy, noble elite, while the poor and weak are generally those who follow the prophets. So the intended meaning of His saying:
And if Allah had extended [excessively] provision for His servants لو بسط الله الرزق لعباده
[Ash-Shuraa 42:27]
is the generic, meaning if it were for one of His servants, he would have transgressed on earth.
But He sends [it] down in an amount which He wills ولكن ينزل بقدر ما يشاء
[Ash-Shuraa 42:27]
He said: "
He descends ينزل
with the light form and its opposite"
What is its opposite? The heavy form, meaning He sends down and He sends down; yunzil from nazala and yunzil from anzala. And his saying: "with the light form and its opposite" is the author's (may Allah have mercy on him) convention that when he uses this expression, the two readings are among the seven canonical readings. Likewise, if he says: and in a reading, the two readings are among the seven canonical readings. But if he says: and it was read, the reading is anomalous because he brought it in the form of ta'rid (euphemism). Pay attention to the convention; this expression we have "with the light form and its opposite" is on equal footing, meaning he equated the two readings, and accordingly, they are both among the seven canonical readings. He said: "from the provisions" clarifying what is sent down, so the implied pronoun is from the provisions, and indicating that the implied pronoun is from the provisions is His saying:
And if Allah had extended [excessively] provision ولو بسط الله الرزق
[Ash-Shuraa 42:27]

but He sends down according to a measure ولكن ينزل بقدر
meaning by a measure written in eternity that does not change or alter.

so He expands it for some of His servants and not for others, and transgression arises from the expansion
Indeed He is, of His servants, Acquainted and Seeing. إنه بعباده خبير بصير

His saying:
in an amount which He wills بقدر ما يشاء

this will, as mentioned before, is coupled with wisdom. So whom Allah's wisdom requires to be rich, He makes rich, and whom Allah's wisdom requires to be poor, He makes poor. And in the Qudsi Hadith
Indeed, among My servants is one whom, if I were to enrich him, wealth would corrupt him, and among My servants is one whom, if I were to impoverish him, poverty would corrupt him إن من عبادي من لو أغنيته لأفسده الغنى وإن من عبادي من لو أفقرته لأفسده الفقر
So Allah, Blessed and Exalted is He, is Wise. And how many people have turned to Allah the Exalted because of calamities, such as poverty, the death of a relative or friend, or the like, whatever He wills.
The author (may Allah have mercy on him) said: "so He expands it for some of His servants and not for others, and transgression arises from the expansion" meaning the distribution of provision. "transgression" this is like an explanation for the answer being

that transgression, arrogance, and pride in worship and denial of the truth arise from the expansion.

The sentence is introductory, clarifying that His expansion of provision and its restriction stem from knowledge and expertise. Expertise is more specific than knowledge because it is knowledge of the inner realities of things, but we say: knowledge of the inner realities of things implies by necessity knowledge of the outward appearances of things, a fortiori.
Seeing بصير
is derived from basar (sight) with the eye and from basirah (insight) which is knowledge, so basir has two meanings: the first is from basar, which is seeing with the eye, and the second is from basirah, which is knowledge.
Indeed He is, of His servants, Acquainted and Seeing. إنه بعباده خبير بصير
[Ash-Shuraa 42:27]
And this means He restricts for whom He wills and expands for whom He wills.
