If the person is one whose command is obeyed, like a prince, a judge, or the like, from those whose command is obeyed, then there is no harm in cutting it immediately, and there is no blame on him.

All of this is among the matters we see as religious innovations (bid'ah), and it is not permissible for a person to do it.
