A: There is scholarly disagreement among the scholars regarding these two issues, and the correct view is that it is permissible, indeed prescribed; because the eclipse prayer and the greeting of the mosque are among the prayers with a cause.
The correct view is that it is prescribed in the times of prohibition after 'Asr and after Fajr, just like the other times; due to the generality of his (peace and blessings be upon him) saying:
The sun and the moon are two signs against the signs of Allah; they do not eclipse on the death or life of anyone. So when you see the eclipse, remember Allah and say Takbir, pray and give Sadaqa.إن الشمس والقمر آيتان من آيات الله لا ينخسفان لموت أحد ولا لحياته فإذا رأيتم ذلك فصلوا وادعوا حتى ينكشف ما بكم

It is agreed upon that it is authentic. And likewise, the two rak'ahs of tawaf if a Muslim performs tawaf after Fajr or 'Asr, based on the saying of the Prophet (peace and blessings be upon him):
You descendants of ‘Abd Manaf must not prevent anyone who goes round this House and prays at any hour of the night or day he wishes.يا بني عبدد مناف لا تمنعوا أحدًا طاف بهذا البيت وصلى أية ساعة شاء من ليل أو نهار
